Felecia Deneice Breland, 67, affectionately known as “Neicey”, was born in Picayune, MS to the late Norvell and J. L. Breland on August 5, 1956.
Neicey was a graduate of Picayune Memorial High School Class of 1973. Soon after high school, she began her employment career with the Federal Bureau of Investigation (FBI), Washington, DC. After leaving the FBI, she attended Texas Southern University, Houston, TX. After college, she was employed with the Naval Oceanographic Office, Stennis Space Center, MS. Being a fearless trailblazer, in December 1980, she broke down racial barriers and broke the glass ceiling by becoming the FIRST AFRICAN AMERICAN FEMALE GRADUATE AND THE FIRST AFRICAN AMERICAN STATE TROOPER IN THE STATE OF MISSISSIPPI with the Mississippi Highway Safety Patrol Cadet School 39. Due to her bravery and tenacity, 12 African American females have joined the force.
During her early years, Neicey played softball under the late Coach Robert “Zeke” Pickett with the People’s Choice team playing the positions of second base and short stop. She was strong willed and stubborn at times, but she accepted everyone with an open heart, open arms, a perpetual smile and had a wonderful sense of humor.
She is preceded in death by her parents, J. L. and Norvell Breland; brother, Donald Breland; sister, Debra Heidelberg; maternal grandparents, Major and Pollie Hill; paternal grandparents, Isaiah “Jack” and Lula Breland; aunts, Florence Clarks, Lula Bell Monday, and Barbara Lawton; uncles, R. L. Breland, Jack Breland, Jr. and Johnny Hill; special and best friend, Walter “Bubba” Bogan.
Neicey departed her earthly life on Wednesday, March 27, 2024 at Slidell Memorial Hospital surrounded by family and friends.
She leaves to cherish her memory, two sisters, Jennifer L. Breland and Rosilyn (James) Peters-Butler; nine brothers, Justin Hart, Daniel Hart, Antoine Cooper, Dakota Cooper, Ronald Peters, Johnathan Breland, Buster Williams, Gil Payton, Jason Pittman and Randy Johns; nieces, Keyaya Breland and Amia Peters; nephews, Torey (Chasney) Breland and Corey (Brittany) Breland; great niece, Kori (CoCo) Breland; uncles, Thomas (Mattie) Breland, Van (Jennifer) McGowan and Al C. (Johnnye) Breland; aunts, Dianne (Willie C.) Dean, Jacquelyn Breland and Bernice Batiste; special friends, Doris Landor, Tammy Silas, Debra Jordan, Luther “Bo” Jones, Vanessa Huderson and a host of cousins and other relatives and friends.
